IOC Lifts ROC Ban Provisionally, Hockey Return Hinges on IIHF Reviews

The IOC Legal Affairs Commission completed its review after confirming the ROC had removed all regional organizations operating in Ukrainian territory. This single administrative change triggered the provisional reinstatement. The IOC announcement explicitly states that its condemnation of the invasion remains unchanged. It will continue monitoring compliance and requires the ROC to select athletes who also serve as role models for peaceful sport. No decision on flag, anthem or colors has been taken for the 2028 Games.

Hockey Calendar Impact

The IIHF announced in May 2026 that it would evaluate Russian eligibility on an event-by-event basis rather than maintain a blanket ban for the 2026-27 season. This replaces the prior full suspension that kept Russian teams out of the World Championship and World Junior Championship since 2022.

NHL commissioner Gary Bettman stated in June 2026 that the league requires further IIHF guidance before committing to a Russian squad at the 2028 World Cup of Hockey. The NHL and IIHF have historically aligned their Russia policies with IOC positions.

Safety and Operational Thresholds

The IIHF Disciplinary Board instructed its Council to reassess Russia on four explicit criteria: safety, security, operational feasibility and sporting plans. These criteria must be satisfied separately for each tournament, creating a staggered re-entry timeline rather than an immediate blanket return.

Russian players have therefore missed three consecutive World Junior Championships and two senior World Championships. The next possible window opens only after the IIHF completes its next internal review cycle, expected before the 2026-27 season schedule is finalized.
