IIHF Council Must Revisit Russia Ban for 2026-27 Season

January Decision and Russian Appeal

The IIHF Council voted in January to extend the exclusion of Russian and Belarusian national and club teams through the 2026-27 season. The ban, first imposed in February 2022, has now lasted four full seasons. The council cited ongoing security conditions that failed to guarantee participant safety.

Russia’s Ice Hockey Federation appealed directly to the IIHF Disciplinary Board. The federation argued that the council’s justification relied only on general provisions rather than event-specific risk assessments.

The appeal succeeded. The board ruled that the January decision could not stand in its present form and ordered the council to gather concrete operational, sporting and safety metrics before any future determination.

May 25 Ruling and Council Remand

On May 25 the Disciplinary Board issued its formal annulment. The IIHF statement confirmed that the matter returns to the council for fresh analysis on an event-by-event basis. The council must now compile updated security reports, venue assessments and federation compliance data.

Russian federation officials noted that both the federation and the Ministry of Sport have advanced preparations for a potential return. Those preparations include updated safety protocols and coordination with international partners.

The council has not set a final calendar but indicated it will decide eligibility case by case rather than issuing a blanket multi-year ruling. Youth teams from Russia and Belarus remain on track for possible inclusion in the 2027-28 season under separate criteria.

Next Steps for 2026-27 Competitions

The council will review all new documentation before determining which 2026-27 events, if any, can accommodate Russian or Belarusian teams. Every championship will be evaluated individually.

IIHF president Luc Tardif has publicly stated a preference for the swiftest feasible return consistent with safety requirements. That preference now guides the evidence-gathering process.
